It is the goal of Opportunities For Change (OFC) to meet the demands of the skilled labor market by helping to develop and maintain
adult training in the City of Suffolk and the surrounding Hampton Roads communities. This is done by establishing
community partnershipsto ensure continuous service delivery to our customers.

Through a collaborative process and unique partnerships, OFC programs and services strengthen job skills and employment
opportunities by helping the unemployed and underemployed populations gain a foothold in
today’s job market.
